At the 2nd Singapore-China Digital Policy Dialogue held on September 28, 2025 in Chongqing, the Singapore-China Joint Data Compliance Guide – Practical Handbook (Guide) developed by ABLI and the Shenzhen Data Exchange was launched by Senior Minister of State Tan Kiat How.
Authored by leading teams of legal experts specialized in data protection and related practices, this bilingual publication provides a clear and practical framework to guide businesses to navigate relevant compliance requirements in the two countries, offering insights on key legal obligations, tailored best practices and actual case studies.
Written for businesses expanding across borders, the Guide is intended as a practical “map” or “compass” to support companies to expand presence regionally and internationally with confidence in the digital economy while managing risks and ensuring compliance.
Following the launch of the Guide, ABLI participated in an invite-only seminar titled Data Silk Road: Shenzhen-Singapore Data Compliance & Circulation Seminar in Shenzhen where participants studied the Guide, and shared experiences and some pain points with regard to cross-border data flow in Singapore and China.
The Guide was subsequently mentioned at the 21st Joint Council for Bilateral Cooperation (JCBC) and Related Joint Steering Council Meetings that took place in Chongqing in December 2025. JCBC is the apex platform for government-to-government cooperation between Singapore and China.
Since its release, the Guide has been downloaded over 150 times on ABLI’s platform by companies operating in a wide range of industries, from financial services, retail and fashion, to energy, e-commerce and real estate. The Guide is also available here on the official website of the Qianhai Authority of the Shenzhen Municipality.
